FPCommand v2 Database issue on main cluster

The database has an issue where rows are inserted abnormally. ——————————— FIXED: May 26, 2020 @ 3:49 AM EST

Update on the issue: a background job locked a table out of write, not out of read. The webhooks have caught up and the database is fine. A fallback has been implemented so it no longer happens.
